Before searching for Dialga, first craft the Adamant Orb, one is needed (and will be consumed) to summon Dialga

The Spear Pillar structure can be found in Cold Shurbland, but also using the Space-Time Radar.

Now you can summon Dialga.

First, use the Adamant Orb on the Space-Time Altar, then the Red Chain. That should immediately break your Red Chain, and replace the Adamant Orb with the Temporal Flute. Hold onto the Flute, you will need it to craft the Azure Flute, which is required to spawn Arceus.
