Craft the Kyogre Radar to locate the big whale.
After putting the Kyogre Radar in an overworld cartography table (Kanto, Johto, etc.) with an empty map, you should see this structure.
Put the Ocean Core in the Kyogre altar to catch this level 60 Kyogre.
Look inside the front awning of this structure. Here you will find the Blue Orb (infinite uses to toggle Kyogre between Primal and normal) and a Kyogre pokeball.
