You will need to find and mine an Ice Ore to get a Cryo Relic. These can be found at 65<Y<120

Use the radar to locate Regice's Temple. Put this radar with an empty map in any regional cartography tables.
Using the radar, make your way to the temple. It can be found in Snowy Badlands and it will look something like this:
Use the Cryo Relic on the Regirock Altar. You can see Regice on the right side of the image.
