Before searching for Palkia, first craft the Lustrous Orb, one is needed (and will be consumed) to summon Palkia

The Spear Pillar structure can be found in Cold Shurbland, but also using the Space-Time Radar.

Now you can summon Palkia.

First, use the Lustrous Orb on the Space-Time Altar, then the Red Chain. That should immediately break your Red Chain, and replace the Lustrous Orb with the Spatial Flute. Hold onto the Flute, you will need it to craft the Azure Flute, which is required to spawn Arceus.
