Lugia is summoned at the altar inside Whirl Island, an ocean-floor structure in Deep Cold Ocean. The required Silver Wing comes from Giovanni at the Rocket Radio Tower, so complete that progression before searching for the island.

How to Obtain

Complete the Giovanni encounter at the Rocket Radio Tower and collect the Silver Wing shown below. This is the altar item for Lugia.

If Whirl Island has not already been found, craft the radar from one Psychic Gem, three Amethyst Shards, two Water Stones, and one Poke Radar.

Follow the search to Deep Cold Ocean. The bundled structure starts below sea level, so look for the island and its submerged entrance rather than a tall surface landmark.

Follow the interior route and use the books and signs as landmarks on the way to the altar.

Interact with the altar while holding the Silver Wing, then capture Lugia.

If you also collected the Shadow Soul Stone, use it with your captured Lugia to switch between the normal and Shadow appearances shown below.

## Troubleshooting

•If the altar does not respond, confirm that you completed Giovanni's tower progression and are holding the Silver Wing.
•Search below the waterline in Deep Cold Ocean; Whirl Island's bundled start height is below sea level.
•The Shadow Soul Stone is optional and is not the item used to summon Lugia.
