The Whirl Island looks like this in a Deep Cold Ocean Biomes. There is also a book inside for you to read.
Use the Silver Wing on the Lugia Altar. You can also now use the Shadow Soul Stone that you can get at the same Radio Tower to toggle between normal and shadow Lugia.
