electricRegieleki can be found at the Split Decision Temple. To summon it you will first need a Spark Relic.
Locate Structure Command

You will need to find and mine an Electron Ore to get a Spark Relic. These can be found in Desert biomes at 30 < Y< 90
Materials Checklist
Use the radar to locate Split Decision Temple. Put this radar with an empty map in any regional cartography tables.
Using the radar, make your way to the temple. It can be found in Hot Shrubland and will look something like this:
Walk up some steps. You will need to take a left. Right is the altar for Regidrago. You can only choose one. The altar for the other will be deleted and you will need to find another split decision temple.
Use the Spark Relic on the Regieleki Altar. You can see the Regieleki model in the image.
