You will need to run around the Nether to find these purple looking stakes. Make sure to right-click to collect them, breaking them does nothing. When you're done collecting 8, you will see 8/8, as shown in the third image.

After crafting the radar, you can put it in a nether cartography table to get a map to the shrine. Otherwise, you may stumble upon it in a warped forest biome.
Now that you have all 8 stakes collected and found the shrine, you just simply just right+click the shrine and Wo-Chien will spawn. This is a one time use, however, so you will need to find more stakes and another shrine.
